Mary Ellbogen Garland, President and Co-Chair - Ms. Garland has taken the lead for a statewide Initiative in support of National Board Certification for Wyoming teachers and recently is giving focus to the Wyoming Early Childhood Partnership/Wyoming Kids First Initiative. She is a director on the Ruth R. Ellbogen Foundation Board. She serves on the University of Wyoming College of Education Development Board, Cathedral Home for Children Board, Board of Senior Advisors - Child Development Services, and as field support for the Jason’s Friends Foundation. The focus of her work is in education and for the benefit of children. Mary has a marketing degree with a minor in finance from the University of Wyoming and is a Leadership Wyoming graduate, class of 2001. She was awarded the degree - Doctor of Laws, Honoris Causa - from the University of Wyoming in 2009.
Martin Ellbogen, Co-Chair - Dr. Ellbogen is a Wyoming native born and raised in Worland. He received a Bachelor of Science degree at the University of Wyoming and a medical degree at Creighton University School of Medicine in Omaha, Nebraska. Following graduation from medical school, he continued his medical education as a naval officer at the U.S. Navel Hospital in San Diego, California. He complete his naval service as a medical officer aboard the aircraft carrier the USS Ticonderoga. Upon discharge from the navy, he received an additional year of training at a general practice residency in Santa Cruz, California. In 1960 he began his private practice in family medicine in Casper and then retired in 1996. Since retirement, he has continued a part-time practice as medical director of a long-term care facility in Casper. He and his wife, Ellie, are parents of seven children, four of whom reside with their families in Casper.
Rae Lynn Job, Vice-President- Ms. Job graduated from the University of Wyoming with a M.S. in Speech/Language Pathology in1975. She has thirty-four years of experience and professional growth in Wyoming’s public schools as a speech/language clinician, coordinator of K–12 program for gifted and talented students, professional development center director, federal and state grants director, and director of the Office for Teaching and Learning. Ms. Job has twelve years of service in the Wyoming State Senate, which includes experience on the Senate Education Committee, the Select Committees on School Finance (1997 and 2005), the Stateside Assessment/Accountability Task Force (2003), and the Summer School Task Force. She has had four years of service with the Wyoming National Board Certification Initiative, as well as serving as a partner in Solution Designs INK, LLC, an educational consulting group that creates innovative curriculum and designs and conducts program evaluations. Ms. Job is a member of several civic and professional organizations including Kiwanis, PEO Educational Organization, Phi Delta Kappa, Association for Supervision and Curriculum Development, National Staff Development Council, Chamber of Commerce Legislative Committee, SC Scholarship Committee, Sweetwater School District Number One Teach of the Year Committee. She has one daughter, Heather, who is married to Brian Bushey and together they are the parents of Preston and Carston Bushey. The family lives in Thornton, Colorado.
Thomas M. Ellbogen, Board Member - Mr. Ellbogen is a 1974 graduate of Natrona County High School in Casper, Wyoming. He received his B.S. in Petroleum Engineering in 1978 from the University of Wyoming and an M.B.A. from Denver University in 1980. He is a high school physical education coach.
Theresa Ellbogen, Board Member - Ms. Ellbogen is a member of the John P. Ellbogen Foundation and the Ruth R. Ellbogen Foundation. She has worked in the golf industry for the last 10 years. She is also an assistant coach for cross country at Boulder High School. Ms. Ellbogen is in her eleventh year as a Nordic ski instructor with the National Sports Center for the Disabled in Winter Park where she works with physically and mentally disabled, as well as groups of youth at risk. She received a B.A. in Business/Economics from Colorado College and an M.B.A. from the University of Colorado. She says, "My work with the foundation is an incredible gift and privilege."
Rod Moss, Board Member - Mr. Moss graduated from University of South Carolina with B.S. in Business in 1950, and he was simultaneously commissioned as Second Lieutenant, U.S. Marine Corps. He served in the Korean and Viet Nam wars and served in various Command and Staff Assignments including teaching military science at the University of Kansas. He attended military professional schools and completed selected graduate courses at George Washington University on Public Policy. Upon retiring from the Marine Corps in 1979, he was employed by John P. Ellbogen for a business venture in Hawaii to explore for and develop geothermal energy for generating electricity for Hawaiian Electric Company. In that capacity, Mr. Moss served as Vice-President for Mid-Pacific Geothermal, Inc., until 1992. He began collaborating with Mr. Ellbogen in 1997 to pursue Mr. Ellbogen’s interest in improving public schools in Wyoming. They created a pilot program— the first in the State—in Natrona County High School to provide incentives for teachers to become a National Board Certified Teacher and to develop a curriculum for the student International Baccalaureate Degree Program.
Marilyn Dymond Wagner, Board Member - Marilyn Dymond Wagner graduated with honors from the University of Wyoming in Social Work. She is currently the Community Liaison and Director of Community Based In-Home Services for Central Wyoming Senior Services. Additionally, she is the managing partner of Dymond Resources Oil, L.P. From 1989-2003 she worked as an Executive Dental Consultant and a National Sales Trainer for Glaxo-Smith-Kline. Ms. Dymond Wagner currently serves (2009-2010) as the President of Senior Network for Natrona County, Wyoming, is a member of the Admissions and Allocations Division of the United Way of Natrona County, is on the Advisory Commission for the University of Wyoming Social Work Department at the University of Wyoming, serves on the Natrona County Task Force for Suicide Prevention, the Ellbogen Parent-Child Resource Task Force, is a member of the National Association of Social Workers, and is on the Task Force for Through With Chew for the State of Wyoming.
Steve Ott, Treasurer - Mr. Ott received his B.A. in Accounting from the University of Wyoming in 1975. He has been a Certified Public Accountant since 1976 and employed by John P. Ellbogen and successor companies since 1980.
